The Framework contract (FWC) is one of the tools for delivering this European Commission assistance. It is a multiple (= several contractors per lot) FWC with a reopened competition for each assignment (= each assignment under the FWC is awarded after a consultation of 3 contractors).
The selection process for the new Framework contract - to run from 2009 up to 2013 - is about to start .
